Supervisor of Accounts Payable – Massachusetts State Lottery Commission

Position Description:
JOB SUMMARY

The Supervisor of Accounts Payable is responsible for the daily operations of the Lottery’s Accounts Payable process. Provide direction and oversight to the Accounts Payable specialist, ensure accurate and timely submission of payments to all Lottery vendors. This position is the primary point person for all accounts payable matters and requires consistent attention to detail. This position will be responsible for maintaining all accounts payable records in accordance with State Accounting standards.

ESSENTIAL FUNCTIONS

Supervise the processing of all Lottery invoices, ensuring all bills are paid efficiently and accurately in accordance with State accounting standards.
Review, verify, and process each invoice from vendors in the Commonwealth accounting system (MMARS).
Monitor discounts, vendor file accuracy, as well as payment schedules.
Understand, implement and maintain Accounts Payable process, policies, procedures and internal control standards.
Utilize the Warehouse Management System (WMS) to confirm each packing slip for goods received.
Generate queries and reports from the Commonwealth Information Warehouse (CIW)
Assist Budget Director with month end and year end closing items as needed
Reconcile payment transactions to ensure accuracy and resolve any discrepancies.
Maintain records for financial audit in accordance with Department policy and procedures.
Supervise Accounts Payable specialist(s) in all daily payment processing functions
Review the Document Catalog in MMARS to verify and initiate any necessary follow-up on pending documents.
Initiates communication with Lottery vendors and Lottery staff to ensure invoices are submitted on time and that effective working processes are in place.
Identify and resolve billing issues.
Assist in the maintenance of department budgets, track expenditures and provide analysis reports to the Budget Director.
Perform regular account reconciliations and bring discrepancies to the attention of the Budget Director.
Review account statements and payment history, work to resolve any discrepancies with vendors as needed.
Act as the primary point of contact for all Account Payable matters
Verify the processing of service contracts, purchase orders, lease orders, PCs, CTs, IEs, RPOs, and GAE’s service contract modifications, and vendor updates.
Work closely with Purchasing staff to ensure funding is sufficient and in accordance with contract pricing.
Verification of Vendor file and banking and work with Purchasing staff regarding any necessary updates.
Resolution of invoice exceptions, including but not limited to the issuance of a stop payment, reissue, payment cancellation or a request for a purchase order amendment. And escalate issues that cannot be resolved to management
Perform other duties and special projects as assigned.

NOTE: Per the bargaining unit contract, the salary for this position will increase by 2% effective July 13, 2025.

[Full-Time (Salaried)] Salary Range: 87434.79-87434.79

Minimum Requirements:
PREFERRED QUALIFICATIONS

5+ years of accounts payable/procurement experience or bachelor’s degree in accounting, finance or related area in addition to work experience in accounts payable, accounting, or financial analysis.
Prior supervisory, project management and/or team leadership experience
Ability to create specialized reports from various platforms that summarize accounting data on a recurring basis.
Very strong interpersonal skills with the ability to establish and maintain effective working relationships with vendors and fellow employees.
Strong verbal and written communication skills
Experience working with confidential information
Proficient user of Microsoft Office suite, especially Excel and Access
Must be detail oriented
Excellent attendance
Experience in MMARS Accounting System
Experience in the COMMBUYS purchasing system
Level of English Required: Advanced/Fluent
